BROWN COUNTY, Wis. (WTAQ) - An Adopt-A-Highway volunteer loses his life on Highway 41 Wednesday night. 

Just before 6:30 p.m., a female driver in a Toyota Corolla lost control near the town of Lawrence.

The car struck 70-year-old Cornelius VanHandel of New London, working on the side of the road, and rolled into a ditch. VanHandel died from his injuries.

The driver, 31-year-old Lucia Torres-Bisarraga from Green Bay, and the 2 passengers in the car were taken to the hospital for minor injuries.  Hobart-Lawrence Police Chief Randy Bani says Torres-Bisarraga claims she was cut off.

"The driver said she was cut off by another vehicle, she swerved into the left-hand lane of 41 south, and back into the right where she lost control."

Torres-Bisarraga was cited for Operating without a license causing the death of another person and Failure to keep vehicle under control.
