GREEN BAY, Wis. (WTAQ) - A high speed chase and cops throwing down spike strips brings an end to a pursuit that started in Green Bay Tuesday morning and winds up in Shawano County. 

Green Bay Police say it began with a call to the 1100 block of Radisson Street.

"Caller reported two males were pulling a female into a van near the Shell gas station there," says Lt. Jim Runge. "When officers arrived the van had fled the area."

Runge says after the van was spotted near Mason and Military the chase was on.  It ended after 30 minutes on Highway 29 near Shawano. During the pursuit, Runge indicates the suspect called police.

"The driver called from a cell phone stating he had already killed somebody in the van, starting to kill the female in the van and stating he had a bomb in the van," Runge says.

Near the Bonduel exit, the Shawano County Sheriff's Department used stop sticks to deflate the tires of the van.  But the suspect kept driving on the tire rims and was eventually stopped by a Green Bay officer who utilized a pursuit intervention technique (PIT) with his squad car.

The driver exited the van and was holding the 21-year-old Oneida woman as a shield. He refused to listen to officer's commands and threatened as if he had a weapon. A Green Bay K9 officer was able to send his dog in an attempt to take the suspect into custody, while a Shawano County Sheriff's deputy used a TASER on the suspect.

33-year-old Michael Brabbs of Green Bay was arrested on four charges: 5th offense OWI, eluding police, no valid driver's license and recklessly endangering safety.

Brabbs is being held in the Brown County Jail. The woman was unharmed, interviewed and released.

Runge says investigators are still trying to figure out the relationship of the two. He also says the two are not being helpful with information.
